System Enhancements
When are these enhancements to the templates and other functionalities being released?
We have completed the business requirements and are awaiting assessment by the technical team to get a more specific idea regarding the date on which this work will begin. We should have this information sooner than later and will communicate with everyone accordingly.
Is there an expected delivery date for the Foreign National Account Type capability?
The requirements are currently being reviewed by the technical team and they will provide an assessment of a timeline shortly. We will keep the communication lines open as we get additional details.
Could future enhancements include adding SF-1150 to an OPF that has been transferred?
eOPF already allows agencies to upload a post transfer document to the “folder” that is in Transfer Confirmed or Sent to NPRC status. The Transfer Reprocess feature will automatically forward documents that are authorized for transfer to NPRC/Requesting Agency. The Transfer Reprocess is reliable for any electronic transfers that occurred in eOPF Modern. If your payroll provider is submitting the SF-1150 currently, the form should reprocess as described above.
When enhancement templates are updated will the agency need to create all new templates?
No - any existing template in the application will be updated to the new look. You will not have to recreate any of your existing templates.
What changed with security requirements that you now are allowing Foreign Nationals?
Security requirements did not change, and all the OPM eOPF security measures remain in place. This enhancement is being developed because there are a few large Federal Government departments that have HR offices overseas and employee some foreign nationals to assist with Human Resources work that will require access to the personnel records for the agency’s civilian workforce.
Foreign National HR access will be limited to the employing agency workforce. Since Foreign National users do not have an SSN, the enhancement will allow eOPF to create a system generated # in place of an SSN that will not be editable. The user will not have an employee folder, and the current plan will involve limited role options.
Any idea if getting the SF-1150s automatically fed into eOPF is still a function to look forward to in the future
This process is dependent on your payroll provider. Defense Finance and Accounting Services (DFAS) is transmitting this document electronically to the OPM eOPF system already. Agencies should consult with their payroll provider about establishing a data connection to automate the process of adding the SF-1150 to the OPM eOPF system.
I know that you talked about the Local/Foreign Nationals. Can you go into detail as to why those employees won't be able to see their own employee folders?
The OPM eOPF system is not authorized to maintain the personnel record of Foreign Nationals who are employed by the US government. For more detailed information regarding how and where the personnel records for Foreign Nationals are maintained, an agency that does employ foreign nationals should consult with their Office of General

Do we have permission to destroy source documents for agencies outside of OPM's record-keeping authority? If so, is this in writing?
Please reference Operational Guidance 007 regarding disposition of paper records not under OPM recordkeeping authority that have been scanned.
Can you please share why 2809 2817s won't be transmitting from USAS?
Those forms are elections and will not be transmitted because the onboarding system does not process those actions.
Did I hear performance appraisals are still allowed to be transferred?
Performance appraisals within their retention range and currently within the IAPF, hardcoded for transfer, are allowed.
Please reference 5 CFR 293 Subpart D and Chapter 7 OPM Guide to Personnel Recordkeeping for guidance on performance rating of records disposition. If the agency finds that the current performance rating of records are populating in the iAPF, agencies should fill out the Forms Adjudication worksheet and submit a Forms Adjudication eOPF Helpdesk ticket to change the form name/number index setting.
Where can I go to find out if my agency is within OPM's recordkeeping authority?
OPM has recordkeeping authority for all Executive Branch Title 5 employment. If your employment system is outside that Executive Branch Title 5 then the records created are outside of OPM recordkeeping authority.
