eOPF Survey Results
The eOPF PMO sent a survey to agencies on March 03, 2026 to better understand our user needs and pain points. The results were shared during the March 25, 2026 Agency Touchpoint.
📣 What is working well
Survey feedback showed that agencies appreciate several areas of progress, especially:
- strong communication from the eOPF PMO
- timely updates and notices
- transparency during issues
- processing speed
- document management improvements

Agencies also shared where they would like to see more progress. The biggest requests focused on practical system improvements, including:

🔄 How feedback is driving improvements
The PMO shared examples of improvements made from January through March 2026 in response to agency feedback. These updates included:

- resolved print job delays
- corrected document placement
- enhanced reporting

- clearer error messages

These changes are intended to reduce confusion, improve reliability, and make everyday work in eOPF easier for agencies.
🤝 Customer Experience and Support
The eOPF team also highlighted ongoing work related to customer experience, including ticket responses, communications, release notes, and support resources. The PMO shared that it is exploring a solution for easier ticket management, which directly connects to one of the biggest needs raised by agencies.

Survey results showed strong interest in practical, easy-to-use resources. More than 60% of agency communication preferences were centered on:

Updates and Reminders
🏛️ Federal HR 2.0 / Core HCM Update
OPM shared its vision for a government-wide Core HCM system designed to bring more consistency, modernization, and standardization to federal HR processes. The plan is for the vendor to begin in summer 2026, with agencies moving to the platform in waves and full implementation expected in 2027.
🔍 Enhancements and product updates
The meeting introduced a new Employee Folder Search Enhancement that adds more flexible search tools and supports some custom reporting needs. New filters include agency subelement, contains form type, create date, and effective date range options. Users can also now export results to CSV.
The team noted that some known bugs remain and that fixes are being worked as a priority.
🌍 Upcoming Foreign National Enhancement
An upcoming update will allow agencies to create and manage Foreign National accounts without requiring an SSN. Instead, the system will generate a unique identifier. The update is meant to reduce the use of inconsistent manual account workarounds while maintaining role-based access and audit tracking.
🎓 Training Update
The presentation also highlighted the 4-hour Personnel Recordkeeping Training Course, which helps participants better understand personnel recordkeeping responsibilities and practices. Topics include what belongs in a personnel file, how folders are established and maintained, and where to find policy and system resources.
Survey feedback on the training was very positive, and the slides reported that 379 participants attended six courses from January through March 2026, representing more than 60 agencies.
📂 Employee Folder View Reminder
The meeting reviewed how employee folder visibility works for both employees and HR users. One important reminder was that, in some cases, employees may be able to see more documents than HR users, because HR access depends on agency custody and permissions.
📁 Records Management Guidance
The records management section shared updated guidance for transmitting records from EOD systems into eOPF. One important reminder was to send records only after the folder is visible in eOPF. Sending records too early can create errors and increase support workload.
The presentation also included updated guidance on authorized records, reinstated forms, and filing rules for specific record types such as SF-15 documentation and veteran-related records.
