HR Admin will create new Contractor User Profiles for external contractors without prior federal service; they will need to submit a Help Desk ticket if a contractor has prior federal service. After creating the profile, HR Admin need to assign an HR Professional role and access to the new user profile. Additional access can be added in the future, and templates can be used to streamline the process of adding permissions.
Contractor Accounts
Contractors work for external companies and are not federal employees. The agency can create User Profiles for new contractors and do not have to wait for Employee Data Feeds to run as in the case with employees.
However, if a contractor has previous federal service, HR Admin will receive the following system generated message when trying to create a new User Profile for a contractor: User Exists or SSN Exists
In these instances, Agency POCs will need to submit a Help Desk ticket authorizing the eOPF Customer Experience team to access the now-contractor's previously created User Profile and add an employment line to the Employment Account Information section with the employing agency's POID and Agency Sublement code.
Once this employment line is added, the HR Admin for the employing agency will now be able to search for the now-contractor's User Profile and provision access as needed.
The steps below are designed to create new User Profiles for contractors who have no prior federal service and consequently have never had a User Profile created for them.
Create a Contractor User Profile
- Select the Admin dropdown from the left-hand navigation menu and then select Manage Users:
2. Once in the Manage Users screen, select the +Create user account button under the User list grid header:
3. Complete the Personal Information section, carefully matching the information in your source system:
4. Complete the Contact Information section:
5. In the Employment Account Information section, select Contractor for Account Type:
6. Choose Yes for Elevated Permissions since contractors are specifically hired for HR Professional roles and agency support:
7. Select the POID and Agency Subelement Code of the agency employing the contractor.
8. Select an End Date for the contractor's service with the agency/when their contract will end (end dates are required for contractors).
9. Click the Assign Role button at the bottom of the screen:
Provision Access to a Contractor
If you creating an account for a new contractor, you must now assign an HR Professional role and role-specific access to the user.
- Clicking the Assign Role button will open the Assign Role and Access Rights... screen:
2. Select an HR Professional role for the contractor from the Select Role dropdown, e.g. HR Transfer
3. The Permissions section with the Assign Access Rights subsection will appear:
4. Select a POID and Agency Subelement configuration to which the contractor needs access in order to fulfill their work responsibilities.
5. The Effective From and Effective To fields will autopopulate with whatever you selected for the Employment Account Information section on the previous screen.
6. Use the Additional access link directly below the POID field to open the Assign Additional Access... screen:
7. Use the +Add button to add additional access rows.
Pro Tip: you can also use the Apply Template button which will appear and add lengthy permissions using an Access Template if you have one created.
8. Click the Submit button when you have finished adding additional access if you chose to.
9. Back on the original Assign Access Rights screen, click the Save button:
10. Review the role and access that you have added:
11. Click the Finish button to create the User Profile:
12. The new User Profile will populate. You can still edit certain fields whenever needed.
