The article explains how to approve or deny transfer requests. Incoming requests appear in the Task Summary or Active tab. Approving involves reviewing request details, verifying documents, and confirming transfer readiness. Documents with errors must be reindexed. After approval, the request moves to the History tab. Denying requires selecting a reason, adding notes, confirming denial, and the request status updates to Denied in History.
Approve a Transfer Request
New incoming transfer requests can be found in two locations:
- The Task Summary on the home page
- The Active tab on the Task List (under Tasks in the left menu)
Task Summary
Task List
1. Click on a row from the Task Summary or the Task List to take you to the Request Details page.
The Request Details page is organized in a way to provide HR specialists with the most important information they need to complete their work right upon viewing the request.
- Request details: This section contains information about the employee to transfer.
- Activity: System generated messages on transfer progress and notes from the other HR specialist working on the request will appear here.
- Right-hand column: This section contains time-based information and contact information about the Gaining agency and Losing agency HR specialists working on the request.
2. Click the blue Start button to being processing the request after reviewing the details.
3. On the Transfer For screen, review the pick-up document for accuracy and select the Continue button if the information is correct:
4. The Review Folder For screen will open - review the documents in the employee's folder:
5. All transferable forms are automatically selected. The Transfer Ready column in the document list contains icons that indicate if the form is transferable and ready for transfer, transferable but in need of indexing, or not transferable:

Green check
: The document is transferable and is ready to transfer.

Red exclamation mark
: The document is transferable but contains an indexing error and will need to be reindexed.

Gray circle with slash
: The document is not authorized for transfer and will be marked as deleted after transfer, though HR Admin and HR Transfer roles have 120 days to review before the document is purged.
6. Click the blue Confirm Documents for Transfer button when you have the reviewed the documents and addressed any reindexing errors (the button will be greyed out if any reindexing errors exist).
7. The Documents Selected for Transfer page will open, allowing you to review the documents that will transfer:
Note: this page also contains instructions on what to do if you think there are documents that should be transferred but were not identified as authorized:
- Proceed with the transfer of the selected documents.
- Send the document(s) via email or mail to the Gaining Agency or NPRC, outside of eOPF. Update the transfer request notes with details about the non-identified documents submitted.
- Contact your Account Manager to start the adjudication process for identifying the form(s) for transfer on the Master Forms List.
8. Read and agree to the two acknowledgements that appear on the screen then click Complete Transfer to complete the transfer:
9. A confirmation message will display, and the request will be linked to the History tab of the Task List:
Deny a Transfer Request
1. Click the Deny button on the Transfer For screen where you are reviewing the pick-up document for accuracy to begin the process for denying a transfer request:
2. The Deny Transfer Request screen will open:
3. Select the reason for denying the transfer and to provide notes related to the denial as needed.
4. Click the Deny button.
5. The Deny Transfer Request pop up window will open.
6. Click Confirm.
7. A confirmation message will display, and the request will be linked to the History tab of the Task List:
