HR Admins usually provision user access. PMO Admins handle special cases like contractors with prior federal employment, investigators, dual employment issues, or when a completed, password-protected template with agency approval is needed and submitted to the eOPF Help Desk. Contractors without prior federal experience can be added directly.
Note: The Access Request Template is available for download at the end of this article and must be submitted by the designated Agency POC.
HR Admin can typically provision access to users without PMO intervention. However, there are several scenarios in which a PMO Admin may need to provision access to users.
- A contractor with previous federal employment is now working at a new agency
- An investigator is conducting an audit or other investigation
- An Employee Data Feed (EDF) does not create an employee account as expected, possibly resulting in a dual employment record or an HR Admin is unable to find the employee when searching
- A user is detailed from an employing agency to support a different agency
In these scenarios, an Agency POC can submit the Access Request template. The template details the minimum information needed for access provisioning for the different scenarios and is available to download at the end of this article.
The following sections discuss how to fill out and submit the access request template.
Reason for Request
Select an option from the dropdown menu. To access the dropdown, click into the cell or use Alt + Down Arrow for Windows users (or Cmd + Down Arrow for Mac users).
Options Available:
Contractor with Previous Federal Employment
- Select this option when you are requesting access for a contractor who was previously employed with another agency
Investigator
- Select this option when you are requesting access for an investigator conducting an audit or other investigation
Federal Employee with Dual Employment (Cannot find when searching)
- Select this option if you are unable to find an employee's User Profile (for a new hire) or employment line in their Employment Account Information section
Federal Employee Detailed from Another Agency
- Select this option when a user needs to be detailed from an employing agency to support a different agency
- The employing agency WILL NOT have access to the receiving agency's POIDs and cannot provision access
- The receiving agency cannot access the detail's account due to the detail's current employment being aligned with the POIDs of the employing agency
Employee Information
Provide the following:
- Employee's full name
- Employee's official email address
- Employee's full Social Security Number (SSN)

Employment Information
- User's Employment POID/Agency Subelement Code
- Role Needed - Select from the following:
- HR Admin
- HR Transfer
- HR Document Management
- HR Viewer
- Investigator
- Importer
- Access Needed (POID/Agency Subelement Code
- Access End Date (if applicable)
- Additional comments
- Providing additional contextual information about this request helps the PMO team identify the best course of action

Submit Access Request Template
- Fill out template with required information

Password protect the template
1. Open your Excel file
2. Go to File → Info
3. Click Protect Workbook (Windows) or Passwords (Mac)
4. Select Encrypt with Password
5. Enter your desired password → click OK
6. Re-enter the password to confirm → click OK again
7. Save the file
- Attach the password protected spreadsheet to an email
- Subject: Access Request for [REQUEST TYPE]
- Send email to: eOPF Help Desk
- Send password to eOPF Help Desk in separate email
Note: Access requests must be approved by your designated Agency POC. Please ensure approval is provided via email for this request before submitting to reduce delays.
Important Note for Contractors WITHOUT prior federal experience
If you are requesting access for a user who is a true contractor from an external organization (not a detail) who has never been a federal employee ever, you can create the contractor's User Profile yourself without waiting on the PMO and then provision any required access.
You should not see any notification (e.g., User/SSN Exists) when you go to create the account.
