OPM implemented a mass transfer solution in November 2025 to support agencies transferring large numbers of folders to NPRC, especially for mass separations from the Deferred Resignation Program and early retirements. Authorized documents in Active or Inactive folders transfer, with late documents automatically processed. Only Agency POCs can submit requests by sending encrypted emails with SSNs and agency details. The eOPF Operations team will provide a summary of any documents remaining and marked for deletion post mass transfer.
OPM has developed a solution to support agencies in transfer a large number of folders to NPRC. This solution was implemented in November 2025 to support mass separations due to the Deferred Resignation Program (DRP) and the early retirements of 2025. The solution will remain available for agencies in the future.
What Will Transfer:
Documents will transfer as long as the documents are authorized for transfer, and the folders have the status Active or Inactive.
Non-transferable documents, including documents in the iAPF, will not transfer and will remain in the Losing Agency's folder, marked for deletion, to be automatically purged after 120 days.
Late-arriving documents post Mass Transfer will be sent automatically to NPRC or a Gaining Agency, whichever work scenario applies, due to the automatic reprocessing feature.
Agency POC Actions
Only Agency POCs can submit these requests. Please coordinate among your agency's different components to ensure that your request is complete and does not duplicate previous requests.
Agency POCs can submit SSNs for employees
Who have duplicate folders with documents in both folders (the process will move transferable documents from both folder(s)
Who have active employments with other agencies, but documents still remain in the previous, now Losing Agency's folder(s)
Following the process outlined below will help ensure your submission will be submitted securely and processed efficiently.
Submit a Mass Transfer Request
- Use the Notepad application to create a TXT file with the SSNs of all the users whose folders you are sending to NPRC (do not include dashes in the SSNs, e.g. 00000001).
- Save the text file using this naming convention, MassTransferReq and your agency’s name, (ex. MassTransferReqOPM).
- Prepare an email and in the email include:
- Agency full name
- The Name of an HR Transfer/Admin who has access to all the folders being submitted and could complete the transfer manually if needed
- The HR Transfer/Admin’s email address
- Type “Mass Transfer Request for [insert agency name]” in the subject line. (ex. Mass Transfer Request for OPM)
- Attach the text file to the email
- Encrypt the email
- Send the encrypted email and send to eOPFMassTransfer@opm.gov.
How to encrypt an email in Outlook
- Open Outlook and click the Start menu

Select New Email
- Navigate to Options tab. Select Encrypt and Do not Forward
When you click Send, a warning appears explaining that with Do Not Forward encryption, only attachments that support rights management will be restricted like the email - blocking forwarding, copying or printing.
Simply put: Only certain file types (ex. Text files) will be locked down with the email's restrictions; other file types won't be protected.
Mass Transfer Request Processing
The eOPF Customer Experience (CX) team (formerly the PMO) will review and respond to your Mass Transfer Request.
The CX team will prepare and send your request to the eOPF Operations team who will use the HR Admin/HR Transfer user information that you submitted with the request to process the mass transfer as if they were the agency HR Admin/HR Transfer user.
Operations will notify the customer that the request has been completed and send a Summary Report in a spreadsheet format, displaying the remaining, now marked for deletion document count (documents not authorized for transfer) in the Losing Agency's folder.
Deleted documents can be restored and reviewed as needed by agency HR Professionals.
If the deleted documents are not restored, they will be automatically deleted in 120 days.
