Agencies may request former employees' records from NPRC without rehiring by submitting a ticket to the eOPF Help Desk to temporarily activate the folder. The request must include employee details, folder codes, and reason. Help Desk processes the request and notifies the agency, which then submits a transfer request to NPRC. Agencies become custodians of records and responsible for them until returned to NPRC. Multiple folders require separate requests.
On occasion, an agency may need to request the records of a former government employee from the NPRC without rehiring the employee. This action is typically required as part of post-separation litigation, post-separation record corrections, an audit, and/or an investigation. This action may also be taken if an HR Professional has mistakenly transferred an Active employee's record to NPRC.
Because the former employee is not currently employed with the requesting agency, and the eOPF system requires the requesting agency to have an active employment period with the subject, Help Desk must facilitate the request by resetting the user's folder status to Active.
Follow the steps below to recall records from NPRC
1. The Agency POC submits a ticket to the eOPF Help Desk to request or recall an employee’s folder from the NPRC with "Recall NPRC Record Request" in the Subject line.
Request should be limited to one folder at a time and include:
- Employee’s full name and last four (4) digits of SSN
- POID and Agency Subelement Code of the folder that should be active
- Reason for temporary request
2. Help Desk will review and process the request accordingly.
3. Help Desk will notify the agency once the folder has been returned to Active status.
4. The agency will submit a transfer request to NPRC using the eOPF transfer function.
5. If multiple folders are needed, the agency POC must repeat this process for each folder for tracking purposes

In the event that an Agency POC needs to request 5 or more folders back from NPRC, the Agency POC may complete and submit the spreadsheet linked below.
The Agency POC should complete columns 1-5 and submit the form via Help Desk ticket.
ADVISORY
Agencies that recall or request eOPFs from the NPRC become the custodian of records and assume all related responsibilities (including, but not limited to responding to requests for information, responding to requests for copies of records, maintaining the record, etc.) until the eOPF has been transferred back to the NPRC.
